Is the 39-451 the correct cover and handle for the 39-239B operator?

Hello there. Yes, the 39-451 works with the 39-239B Awning Operator. You could also go with the 39-375 Folding Handle & Cover as well, depending on the style you prefer. Let me know if you have further questions.
