Window is Approx 60 years old, Landmark status

I've never seen this part before. Can you tell me what it does? Could we see a picture of it installed? Based on the age of the window, there's a good chance this isn't made anymore. If you can tell us more about what it is and how it functions, however, then maybe we can come up with a good substitute.
