I have a Jeld Wen window and discovered that I'm missing this piece on the right side of the window. I have a double hung window and this piece is for the window on the inside bottom. I believe I have all the piecces above the blue plastic part.

This is an old "crossbow" style balance. They haven't made these in a long time, so you won't be able to buy any of its components anywhere.
We may still be able to help, but it will require replacing the entire balance assembly with a modern equivalent. This requires a bit of retrofitting so be prepared for a project.
If this interests you, please remove the balance from the window and measure the diameter of the spring. Depending on its size, there will be different solutions, so starting with that is the best next step.

We did put the window in 18yrs ago. I'm not at home right now but I can get you this info as I already have the spring and rod out of the window. Will I need to replace the components on both sides of the window?

Yes, if you replace one balance in a window you really ought to replace both.
