Looks like a 3-in white plastic housing with two screws one of the center one at the bottom that hold the metal bands that come down to the part that attaches to the bottom of the window allowing it to pivot

Thanks for posting. This is called a coil balance system. Specifically I see a 15-111 Pivot Shoe, which works with either 1/2" thick Series 160 springs or 3/8" thick Series 165 springs, both sold separately. We'll need you to remove the old assembly and tell us the thickness or width of the coil springs. They should either be 1/2" or 3/8". We will also need the exact weight of the window sash that these balance springs support. That should narrow it all down.
