I believe this is a safety feature . If pressed in and properly functioning the window can be raised. Those that are broken must be "held" in to raise the window.
Those that are broken remain sticking out.

I see that your part looks very close in resemblance to our 26-362. Take a look and see if the measurements should be compatible with one another also. If it's not a match, let us know what makes the two parts different from each other.
