A handy person from Colorado says:
This part is the piece on the edge of the sash of the Loewen double hung window. It fits into a cam that turns to allow the dash to tilt, as well as be lifted out of the frame.

It seems that they must be easy to bend because of our 7 double hung windows, most of them appear to be bent at least slightly. This one was severe and broke when I tried to straighten it, apparently due to pot metal construction.

Windows were installed in 2013.
