Pivot bar rusted out and pair is stuck in pivot shoe and will not pull out

A handy person from Parsippany, NJ says:
Hi, I have some windows and the pivot bar rusted out. It is still in the pivot shoe. On one I was just able to pull it out with pliers. However, 5 of them are rusted in and will not pull out. How can I get it out of there? Is there something that will devolve the rust and not hurt the pivot shoe? Does the round part of the pivot shoe come out?

Try soaking the rusted pivot bars and the pivot shoes in WD-40 for a few hours, then scrubbing them. It's not going to be easy, but it can help with corrosion. The center cams are locked in the pivot shoe housing, so if you can't remove them, you will need to replace the pivot shoes.
