Can't get the balances to go down to reinstall bottom sash? Any suggestions

Hello,

Based on the position of the metal cam, you should be able to push the pivot shoe down using a slotted screwdriver in the cam for leverage. Once the shoes are 2"-3" above the sill, you'll need to rotate the cam so that they are open to install the pivot bars on both sides before pushing the sash into place.

If they keep snapping back up and don't stay down are they broken?

It's possible that the brake that locks the shoe in place may be broken. If so, we would need to see your shoe fully removed from the window to compare to our inventory. We'd also need you to write out the exact width and thickness of the part to narrow down your options.
