The only marking on the part is a patent# 4 610 108.

I assume that what hooked the spring to the shoe has broken off.

This looks like a 15-111 Pivot Shoe. This shoe connects with either 1/2" thick Series 160 Coil Balances or 3/8" thick Series 165 balances. Let me know if you have any other questions.
