Are the 10-061 rollers supposed to go on the top or bottom of the shower door?

The 10-061 is indeed a top roller, while the 10-063 is the Lower Guide that is often used in tandem with it. Also see the 10-062 Adjustment Screw and 10-064 Shower Door Pivot. Let me know if you have further questions.
