The photo is from a Polaris double hung window. The part in question has been partially removed to show the damage, but can still be seen inserted flush in the rear of the photo
It appears to be a vinyl insert with a rubber flap/seal embedded into it. The seal is tearing away from the insert.
The insert fits into the lower rail of the upper sash

Thanks for reaching out to us. It's hard to say what you may have here. Would it be possible for us to see an undamaged sample's end profile? I can't promise we'll have a suitable match but that should help us confirm.

Attached are photos of the insert/seal showing the view of side that is inserted into the sash rail as well as end views of the insert/seal i the window. Positionally, the rubber extrusion from the insert (the piece that is separating) meets the lower sash and fits just exterior to the wool pile weatherstrip as the upper sash meets the lower sash.

Your best bet may be to contact the original manufacturer or supplier of the window if you can get in touch with them.
