Could you please provide detailed instructions on how to connect this to a SECONDARY CASEMENT SASH LOCK (product code 38-160)?

That would depend. The 38-160 can't work unless your window is already set up for a tandem lock system. You will have to check to see if it is. I'm not sure based on this photo if your window accommodates room for a tie bar in the center vertical and behind the lock. If you can show us the back of the lock and the lock pocket, it may give us a clue.
