Question for Non-tilt window spiral spring

A home owner from Christiansburg VA says:
Dear SWISCO Experts,

Can I ask your help for identifying the window spring? I have non-tilt windows and I think I need to replace the spiral window springs. I have multiple windows that does not stay up.

The length is 29 inch, upper side diameter is 3/8 but the lower side of the pole has some metal wrap that makes diameter slightly thicker (29/64). I'm not sure that's important or not, so I just added photo.

And I also added photo for the window bracket area.

I'm sorry I think I misunderstand the tilt vs non-tilt window.
My window doesn't tilt for use but tilt out to remove.
Does this mean my window is tilt window?

Hello,

You have a tilt window, meaning that it tilts out for cleaning as you mentioned. Your balance spring had a plastic cover at one time that probably deteriorated over the years. You can use our S600-29 tilt balance with a blue tip option. Take a look and review the product specifications, as well as the videos we've related to assist you. Thanks for posting.

By the way, upper part of my current balance spring diameter is 3/8 and your recommended model is 5/8.
Is it ok to replace mine with 5/8?

The top is the inner portion of the balance tube, which the outer spring appears to have unwound from. As I mentioned, these old-style balances usually have a plastic cover that can break over time. You could check other similar windows in the house that may have intact covers to confirm the diameter. 

With that being said, it would make sense that the cover would have been 5/8" since the inner portion of the balance measures 3/8".
