Removing window with frozen latch

Our window latch is frozen in the locked position so the window will not tilt out. How can the latch be freed up to allow the window to tilt in?

That depends entirely on why the old one is frozen. Without knowing the specifics, my first suggestion is to soak the latch in WD-40 for a few hours to see if that loosens it up. That usually works, nine times out of ten. Give it a shot and let me know if it's successful.
