Is there a product I can install to replace the old balances. The old ones are broken and will probably need to be cut in order to remove. The rail opening is 3/4" wide and 1/2" deep. The sash is 25 1/2" wide by 29" high.

Your window appears to use the 15-191 pivot shoe, which is compatible with either the 1/2" thick Series 160 coil springs or the 3/8" thick Series 165. You will need to remove the assembly to measure to confirm the correct fit. Once the coils are removed, you'll need the numbers stamped on them to choose the corresponding strength options.
You are also correct that these coil balances require a cutout to remove the original hardware and install the replacement parts. If the window does not already have the necessary cutouts, see our video below to assist you. Thanks for posting!

The Pivot shoes measure 1"w x 1/2"d
The coil spring measures 1/2" w and there are no markings
The lower sash weighs approximately 15 lbs. and is 29" high
We are looking to purchase 2 each pivot shoes, 2 each coil springs, and 2 each top supports.
