Replacement Channel Balances

My home was built in 1992. I believe the windows are the old Peachtree and are double hung windows. Several of the balance systems are now broken. Today I took one of the windows apart and removed the channel balances on the lower window. As you an see from the pictures, the cords are severed and the springs are very rusted. I need replacements for these balances obviously. Unlike your videos, my balances do not have the plastic end pieces for attaching the balances to the window. They just have a small screw at each end. The balances are 23 1/4 inches long and 5/8 inch wide. The number stamped on the balance is 3654 GL Caldwell. I assume the upper window would have the same balances. Is that correct. Thanks for your help.
