Your wheel looks like it has worn away the part of the frame that keeps it level. When I've seen this problem I remove the top and bottom sides and swap them. This puts fresh metal on the bottom. In my experience these windows don't improve much no matter how much effort you put into them. Still better than replacing the whole thing.
