Your balance looks like it could be a match for the Series 380, Series 385, or Series 378. The best match will depend on the depth of the bottom shoe so you'll have to measure as shown below. 

Your old 28C stamp may translate to the 2830 option; a pair of balances with this stamp will support a sash weighing 16 to 23 pounds but you could always weigh the window sash to confirm it falls within this range.
