Replacement crank for casement window?

Question

Window crank handle does not allow window spline to spin. I suspect that the black rubber/plastic is stripped.

Can I assume the replacement part will include the black part and not just the metal arm (beige in my case) is included?

My workaround is to remove arm and turn with pliers...
