I have identified the spring balancer's top part as your # 19-005. What is the matching top sash guide? The springs are all in good shape, but the retainers have all dry rotted and fallen apart so the springs have nothing to grab.

We will need to see photos of the original part, with measurements, in order to be able to give some replacement options.
