Tom I have the 38-090 latches which 1 or 2 lever/latches have broke. I have a contractor saying I need to replace the window. My question is can I just replace the latch? Do you have instruction on how to just replace the latch?

If your 38-090 locks are the only thing broken, I certainly don't think you need to replace the whole window! That's like replacing a car for a crooked mirror.
The 38-090 is also pretty easy to install. They are simply attached by two screws rear mounted in the frame. Take a look at your existing locks and see if that's the case for them, as well. Once you play around with it you should see how easy they are to remove and replace.
