So I am trying to replace both a coil balance and a pivot shoe on a set of windows that I have at home. I'm pretty sure I have found the parts but am confused on the random flathead tip screw that is located above the coil balance. It can twist both counterclockwise to extend into the channel and clockwise to partially hide in the window frame. But it doesn’t fully come out. Any guesses on what this screw is even for?

Thanks for reaching out to us. That screw is to adjust the jamb when the window was being installed. Usually, it's completely obscured, but yours appears to be sticking out quite far, which isn't good. That's a sign that the window has settled and I'm afraid the fix goes beyond the scope of what we can offer. We recommend consulting a local professional for assistance.
As for the coil balance, take a look at the S140-08. A pair of 8-pound assemblies will support a sash weighing 15-16.99 pounds. Review the specifications and see what you think.
