Replacing Pile Weatherstripping on the Inside Edge of the Frame?

A quick learner from Maine says:
I see your videos about replacing pile weatherstripping on the window itself, but there is some pile weatherstripping on the inside edge of the bottom of the window frame of my Harvey replacement windows. The channel is blocked at both ends due to the contraction of the window frame. How do I replace that?

You will likely have to make a cutout of your own in the frame so that you can pull this pile out. The video below will go into more detail.
