Replacing tilt window hardware

A quick learner from Lafayette, CO says:
In trying to insert the window pivot bar into the Pivot shoe I place the sash into the shoe slot as shown in the video. However, the bar is only aligned with the shoe slot when the window is straight up. This position will not allow the window to be tilted sideways to insert on bar then the other. If I adjust the shoe slots to accept the bar when the sash is leaning out of the window, both shoes are locked on their slot and will not allow the movement as shown in the video to a position that will accept the bar.
What am I missing? (Parts: 15-015, and 26-169)

On the 15-015 pivot shoe, the cam will be in horizontal position, which allows it to slide up and down. To lock the shoe, place a slot screw driver into the cam and turn them to the vertical position to lock them in place. Don't lock the shoes at equal heights. Have one pivot shoe higher then the other so you can install the sash with pivot bars. Hopefully that will help.
