Right side of window, is this line the balance?

Thank you for reaching out to us. The string or pulley cord shown here is a part of the balance, yes. I believe we can help with this but I'll need more information to confirm. Can you show us a photo of the bottom of the balance? I'd like to see the shoe specifically so you'll have to fully remove the sash.
