Roto casement operator?

I'm not sure if this is a Roto part; there's a Roto stamped on one of the arms. This measures 5 1/4 x 1 1/2 (depth from the inside of the window when installed). Thanks!

Thanks for posting. This is an older version of the 39-091 ROTO Short-Arm Operator. For a handle that works with the new operator, see the 39-224. ROTO discontinued the bracket arm that connects the operator's short-arm to the sash, so reuse your old one if possible. Let me know if you have further questions!

Do you recommend replacing the spacers and clips as well, or can those be re-used?

Any component from your old operator that's still in good condition can be reused. If I were you, I would try to reuse as much of these components as possible. As I mentioned before, these aren't really made anymore, so not everything is still available.
