S390 balance doesn't install properly

Based on the attached photos and the following stamp numbers, one of your representatives recommended I get the series 390-23 and series 390-29 balances.

22 2 CT CALDWELL and 28 3 FT CMC 4

I measured the shoe and confirmed that it was 15-001.

I received the channels yesterday afternoon and installed them. The top shoe of the channels are showing on all but one of the window sides. The window opens and closes but the shoe does not seem to be locking in place low enough in the window frame to keep the channel concealed. What is wrong? Do I have the wrong shoe, series?

The stamped numbers on the balance that I received read 2220 and 2830. Both are giving me challenges. The windows do have top sash guides for the channels to lock into on both sides of the frame. They are intact and metal so they give good support. I took a picture of the old shoe and new shoe side by side. The old shoe is black the new one is white. The black shoe is different than the white.

I'm not sure what the problem could be. Based on everything you described, the balances you ordered sound like they should work. I'm wondering if maybe the top sash guides are the culprit. Watch the video below and let me know what you think.

Attached are two pictures of the top sash guides on my windows. They do not appear to be broken or not in good order. When I install one of the old balances they seat in the sash and disappear. The springs in the old balance no longer have the tension necessary to lift and hold the window completely open. Do you rebuild old balances?

I'm afraid we don't repair old balances. Once a spring has been worn out, there's nothing you can do about it, anyway. At this point, I'm not sure why you're having trouble. You said in your first post that the top shoes are showing on all of the balances, but if your top sash guides are intact I don't know why that'd be. If the top guides of the new channel balances are sneaking up behind the top sash guide, then the window sash may not be installed properly. Other than that, I don't know why they won't work. After all the information you gave, the balances you ordered should be the replacements you need.
