Hello!
It sounds like you need new weatherstripping. I can't identify what you have from this photo alone, however. I would need you to remove an undamaged sample and show us a photo of the end profile in order to help.

Need 3/8 inch white 24 feet. I think you might be correct in that it is weather stripping.

Thank you for getting back to us. I'm afraid your weatherstripping is too damaged to identify. Is there an identical window in the house with a seal that's in better condition we could see?
