is there a quick release to open the window once it is installed

Hello,

It sounds like you may be referring to the 39-398 sash stop for casement windows. If so, you'll notice that it has a detached clip at the end of one of the arms but it requires a slotted screwdriver and some manipulation to release it. For this reason, I wouldn't consider it a "quick" release. Take a look and see what you think.
