the only thing I'm not sure about is the stamp. 2130 would be normal, but 21301 is quite odd. May I see a photo of the stamp in question? Maybe seeing how those codes are printed would allow me to verify the proper option. Can you also tell me the precise weight of the sash, down to the ounce?

Thank you. That is certainly an odd stamp. I'm also not sure that weight is accurate. Can you confirm that? Please note that I'm asking for the weight of the sash, not the balance. The sash is the glass panel that the balances support. Knowing its weight will allow me to properly calculate how strong the balance spring ought to be.
I have 2 window sashes that have a are of 23 x 38
These have the 21301 stamp with a weight of 16.2 each
And
2 window sashes that are 23 x27 with the stamp 2130 with a weight of 11.4
If your 22" balance is used on a sash weighing 16.2 pounds, then you should use the 2140 stamp option. This carries 15 through 23 pounds, so 16.2 should be perfectly fine.
I'm afraid sash size is not enough for me to accurately recommend a weight option. If you cannot get the exact weight of your sash, then I cannot make a suggestion.
