The stamp only indicates the weight range the balances should be able to carry to support the weight of the sash (window).

Yes, they are sufficient. To confirm, are both of these balances from the same window? One of the balances has wings on the top attachment, the other does not. Were the wings broken off from the balance top?
This balance is a completely different type of balance from the two you have shown in the previous photo. It is an extended-travel balance, made with a wheel in the shoe and a hook attached.
Are you certain that the first two balances were the original balances from that window? Or is there a possibility that they could have been replaced previously. If they were replaced, that could likely be the reason the wings from the top of the other balance snapped off.
I believe you are correct, when we purchased the house 2 years ago the inspector mentioned the tracks were not good for that window and during our home renovation the general contractor replaced them for us. The original photos were for the left window and were probably fixed by our contractor and the right window has the working tracks I sent the photo for.

Reading over your exchange with her from the other day, it sounds like your situation is a little complicated. You have two identical windows, side by side, but both have totally different balance assemblies installed in each case.
So what we're faced here with is a choice: we can stick with the balance you showed in your first batch of photos, which is far more common and easier to buy, but not original to the window. Or, we can go with the extended-travel balances you showed in your second batch of photos, which is a special construction and requires a custom order, but is original to the installation.
Do you find that one window works better than the other? These tend to be pretty precise assemblies and even the smallest detail could lead to the whole thing being incompatible with the window. Given that the balance in your first batch of photos broke after only 2 years, I have the sneaking suspicion that the contractor who repaired it might have cut a few corners and opted for the easier balance, even if it was wrong. It wouldn't be my first choice, speaking personally, but I admittedly don't know the whole story. It seems that your inspector wasn't sure whether the original balances were right to begin with, but that's not something I can judge.
