Vinyl casement window. Can be whole crank. Broken part is the shoe that slides and engages in track.

Sounds like you need a new hinge based on your description. I recommend the 36-048; this isn't exactly the same as yours, but will still work as long as you replace the top and bottom hinges at the same time. The video below will go into more detail.
