Searching for 86 21-5 EC5 cmc 61

I have a window that has never closed easily in 15 years. It takes two people pushing down on the window pane to get it down enough to lock closed. I think it might have the wrong or faulty window balances. The window pane weight is 17 lbs. It has two 86 21-5 EC5 CMC 61 balances. Do you have replacements and are these too strong for my window?

Emily, Again this window has always been almost impossible to close all the way. It takes two people pushing down right by the latches. I have wondered if the springs were too taught. The window weight is 17 lbs. Channel length is 22 inches.

Thank you for getting back to me! Your original stamp is calibrated for a sash weighing 23 to 25.99 pounds which explains why you've been having an issue with closing your window. It's way too strong for your sash weight. The stamp we would use for your replacements is 21-4. A pair of balances with this stamp will support a sash weighing 15 to 22.99 pounds. 

I just need more information since this will have to be a custom order due to the 86 number in your stamp. Can you measure the depth of the bottom shoe and write out what you get? Can you also check the base of the bottom shoe for a number? If there is one, what is it?
