I was having trouble with my vinyl single right slide bathroom window. I kept seeing rust stains at the bottom of it. At some point it became stuck and I could not open or close it without putting a lot of effort. I finally tackled it yesterday. I found the bottom slider totally rusted. Much to my dismay I just realized the window is not meant to be installed side by side as it is a single hung window. Is there a way to make this window functional again or do I need to remove it? There is tile work surrounding the inside frame and stucco on the outside of the house.

Unfortunately, you are correct. This should have been a horizontal window. The contractor probably ordered the wrong window for the house and just installed it anyway. Your best bet is to replace the whole thing. I know you have tile up to it, but a good contractor should be able to install a new window with little disruption on the inside. I'm sorry to be the bearer of bad news!
