Have a Prism window which has two springs on each side 1-8# and 1-7# attached to the broken pivot. The window itself weighs 28.5#. Would a single 12.5 be sufficient? .

If your sash weighs 28.5 pounds, then using one 12.5 pound spring on each side will not be sufficient, no. That's still 3.5 pounds short of your total sash weight. I recommend using one 6.5 and one 7.5 per side. That gives you 28 pounds of total support, which should be fine. You won't notice that missing half pound.
