Do I need to remove bottom window to install these?     How many spins do i do with spiral tool on each side of window?

You typically need to remove the sash, yes, but on some older windows this is not possible. If your sash cannot be removed, let me know and I can walk you through what your options are.

You only want to give it around 3 turns on each side. You don't want to go much more than that, or else you risk damaging the balance. You should feel tension start to build.
