Should channel balances be different lengths in the same window?

Hello, I'm replacing my channel balances on a few windows in my home. I've done this before, so I'm familiar with the process. But on one set of windows, I was surprised to find that each channel balance is a different length (one of them is 1" longer). Is this normal? Or is this just another example of how our homebuilder cut corners?

That is not normal at all, no. The two balances in one window should be identical. It definitely sounds like someone was cutting corners.
The best way to confirm is to measure the height of the visible glass and then add 1". So, for example, if the visible glass is 20" high, then you want 21" long balances.
