Shower door sweep

My handyman installed this shower door sweep and left a 1 inch gap between the rubber and the bottom of the shower door where it touches the tile and closes. Did he install it incorrectly? Shouldn't it touch the tile to stop the water? Not sure if I'm explaining it correctly but it seems like it should be lower.

The main goal of a shower door sweep is to keep water from pooling out into the bathroom floor. If your sweep is above the tile of the shower floor, but still closing the gap that leads out of the door, then you should be fine.
If there is a gap under the door that you can physically see through then it's obviously no good. I would see if your shower door has an adjustment; many brands do. This would allow you to lower the door itself until it's in position.
