The tip looks black--however if the sash indeed weighs just 15.6 pounds, you really want to use the red tip option, which denotes a balance that can support a sash in the weight range of 7 through 29 pounds. The black tip is meant for much heavier windows, of 31 to 40 pounds. So double-check that to be safe. And yes, the charging tool is the 75-006. Let me know if you have further questions.
