I have a Twinseal Single Hung P.L.# 264-019. The windowpane size is 36"H x 33"W. What balance and balance length would you recommend? And since they need to be replaced, are there other parts of the window you'd recommend replacing?

We'd be happy to help but, unfortunately, to codes that you provided do not tell us the balance replacement or size that you would need. When it comes to determining balance size, we recommend removing the original balance to measure. See the videos related on this page to assist you depending on if you have a tilt or non-tilt window.
As for other parts you may need to replace, that is not something that we can address since we do not know the type of hardware that the window uses. You'll need to carefully examine the window and keep an eye out for anything that is damaged or malfunctioning.
