Skylight/Trap-door Opener Needed

Question

I own a house with a center patio covered by a large skylight. There's a trap door to the roof towards the top of the patio. The door is high up and swings outward, with hinges at the top. It's loose and flaps loudly on windy days. Looking at the attached photo, could I attach a skylight operator to keep the door closed on windy days and open it with a pole handle on warm days?
