Slider Replacement of Plastic Strip

A home owner from Eldersburg, MD says:
Hi,
We are having trouble replacing the taped grey plastic strip.
It was bent and flipped up and is now being held down by duct tape.
People keep tripping over it.
It slides under the stationary door as well.
