Purchased the 82-087 Legacy Keyed Handle set and the 82-227 Mortise Lock 5- 3/8". I installed the handle set and lock. I can lock the door on the inside but on the outside the key will not turn far enough to lock the door. However; if the door is locked on the inside I can unlock it from the outside but they key turns hard. Any suggestions.

There are a few potential causes for the issues you're experiencing. For example, the keeper in the door jamb might need to be raised or lowered. The mortise lock 82-227 might also need the "locking hook" adjusted. Take a look at the related video on adjusting the hook in a mortise lock.
My final thought would be that the key cylinder "tail" might be too long. Check out the related video on how our key locks are installed.
