Thanks for reaching out to us! The balance you have here is a tilt window spiral balance. The balance tube is likely hiding behind the balance cover; you'll need to remove it to access the balance. 

I've tagged two video tutorials below that detail how to remove the balances and what we need to see to identify the correct replacement. There are also a few video tutorials below regarding how to remove/install the pivot shoes.

What I found out is that we need the pivot shoes for the windows. The pivot shoes are breaking. The spiral balances seem to work but are not running smoothly. Can I apply lubricant to the spirals?
I sent a picture of the pivot shoe and we will need 56 of the shoes to replace in all of the windows.

Your pivot shoe reminds me of either the 15-178 or the 15-188 Pivot Lock Shoe. To determine which of these is the correct replacement, you'll need to remove your shoe and carefully compare the dimensions; mainly, the width and the thickness.

Measured the shoe pivot and what we have is as follows:
2 1/2 high
1 1/4 wide
1/2 deep
