I need a Spiral balance 31 x 5/8..black end. U clip was at bottom for a non tilt window as shown in attached images.

I'm afraid the balance in your photos is too damaged for me to ID. I would need to see an undamaged version of that U clip you mention in order to see if we can help.
That said, if this balance is for a non-tilt window then there is a very strong chance that we won't be able to supply this. Just something to keep in mind as we move forward. I don't want to get your hopes up, but I will try my best. I just need to see the design of that bottom clip before I say anything for sure.
