Did you put tension on the balance spiral? The balance rod may be too long or your top window stops could be missing, causing you to raise the window too high.

I remove the sash and using the adjusting tool I add pressure to the balance. I put the sash back in and when I pull it down the balance pop out of the shoe. These are`single hung tilt windows.

Remove the sash and see if the spiral comes out of the tube and reaches the sill. This will determine whether it is long enough.

My balances have a green tip, which I understand are not available. Balance diameter is 3/8" and 25" long. Weight of sash is 18 lbs. Is a blue tip OK for this application??????

Yes, the blue tip option should be okay with your application.
