Spiral balance in white sleeve

Question

Hi I have a spiral balance from an unknown mfg window that is inside a white plastic sleeve, which does not seem to come off. I can see the blue tip inside the end of the sleeve. The sleeve measures 9/16" and 21" long but if I had to guess the rod inside (not counting the tip) would be 20". It is from a double hung tilt out window. Can you direct me toward the right product for this?
