Spiral balances assistance

I bought spiral balances for my windows and they are not holding up the windows. The originals were orange and that's what I got. I called earlier and I was asked to send in the weight . It's 16 lbs and the they slip down . I even spun the sprinters tighter but still skips down. Any suggestions ?
