The old part is plastic and I can't figure out how to get it off. One of the roller arms is broken and the black rubber (?) wheel on the other side is broken. Any help would be appreciated. Do I need 2 new top rollers to replace them both?

You have a very old Stanley roller that is no longer made. They make a modern version, our 23-222C, which is the closest modern iteration. However, there are some differences in design that may not allow it to fit on the door properly. You may need to retrofit it. If you aren't familiar with this kind of project, I recommend having a professional do it for you.
