Stopping drafts using great height pile

I have replacement windows that seemed to be fine the first couple of years. Last year (a very cold year) air seemed to be flowing in on the right side of the lower double hung sash. There seems to be a bigger gap on that side. Can I replace the current wool pile (which looks like 3/16 height) with 1/4 -- and more importantly, do you think that would help with the draft problem or should I be doing something else?

Before you change the weatherstripping, look for an adjustment screw in the center of the jamb where the two sashes meet. By turning the screw clockwise, you will bring the jamb closer to the sashes.

Note: You will have to cut through any existing caulk to complete this process. You can then caulk as needed after you have finished adjusting the jamb.
